Job Scope

The Cluster Director of Talent & Culture is responsible for leading and overseeing all human capital, culture, and learning & development strategies across multiple properties within The Cocoon Collection. The role ensures alignment of people's strategies with business objectives, driving organisational performance, employee engagement, and service excellence.


  1. Strategic Leadership of Talent & Culture
  • Define and implement cluster-wide HR and L&D strategies aligned with business goals
  • Drive a high-performance culture across all properties
  • Act as a strategic partner to senior leadership and property management teams


  1. Workforce Planning & Organizational Development
  • Ensure optimal workforce planning and structure across properties
  • Lead organizational design, succession planning, and talent pipeline development
  • Support pre-opening, expansion, and restructuring initiatives


  1. Learning & Development Oversight
  • Oversee all L&D frameworks including STARTER, BLOOM, GROW, EVOLVE, INSPIRE
  • Ensure effective implementation of competency-based training and leadership development programs
  • Drive a strong learning culture across the collection


Key Responsibilities

  1. Talent & Culture Strategy
  • Develop and execute cluster-wide Talent & Culture strategy
  • Align HR policies, procedures, and standards across all properties
  • Ensure compliance with Maldives Labour Law and company policies


  1. Leadership & Culture Development
  • Build and sustain a strong organizational culture aligned with Cocoon Collection values
  • Coach and support leadership teams in driving engagement and performance
  • Strengthen leadership capabilities across all levels
  • Act as culture ambassador for the organization


  1. Learning & Development Management
  • Oversee all training programs and L&D initiatives across properties
  • Ensure effective utilization of platforms such as Typsy
  • Monitor training effectiveness and ROI
  • Drive continuous improvement in learning delivery


  1. Talent Management & Succession Planning
  • Identify high-potential employees and develop succession pipelines
  • Implement structured career development pathways
  • Ensure internal promotion and talent retention strategies


  1. Employee Engagement & Experience
  • Design and implement engagement initiatives across properties
  • Monitor employee satisfaction and drive improvement actions
  • Enhance overall employee experience and retention


  1. Recruitment & Workforce Management
  • Oversee recruitment strategies for all properties
  • Ensure timely hiring aligned with operational needs
  • Maintain employer branding and talent attraction strategies


  1. Performance Management
  • Implement and monitor performance management systems
  • Ensure alignment between performance, development, and rewards
  • Drive accountability across departments
  • Standardize appraisal processes across the cluster


  1. HR Operations & Compliance
  • Ensure all HR operations run efficiently and consistently
  • Maintain compliance with legal and regulatory requirements
  • Oversee employee relations and disciplinary processes


  1. Quality, Audit & Standards
  • Align HR practices with GDI audit standards and internal quality benchmarks
  • Use audit findings to drive training and improvement plans
  • Ensure consistency in service culture across properties


  1. Stakeholder Collaboration
  • Work closely with Operations, Finance, and Commercial teams
  • Provide strategic HR insights to support business decisions
  • Act as key advisor to senior management


Key Performance Indicators (KPIs)

  • Employee Engagement Score ≥ 85% across properties
  • Training Completion Rate ≥ 90% (mandatory & planned programs)
  • Internal Promotion Ratio ≥ 60% for leadership roles
  • Staff Turnover within agreed benchmark levels
  • Recruitment Lead Time reduced and within target timelines
  • Performance Appraisal Completion 100% on schedule
  • GDI Audit Scores – HR & Training sections above benchmark
  • Training ROI measurable improvement in departmental KPIs
  • Compliance – Zero major labour law violations
  • Strong leadership feedback and cross-functional collaboration effectiveness
