Job Scope

The T&C Executive serves as the Second-in-Charge of the Talent & Culture operation, responsible for overseeing daily T&C operations, driving execution of T&C strategies, and ensuring operational excellence across all T&C functions. The role supports and deputizes the T&C Manager, ensuring continuity, compliance, and high-performance standards.

Key Responsibilities

  1. Leadership & Second-in-Charge Role
  • Act as Second-in-Charge of the T&C Department, supporting the T&C Manager
  • Take full responsibility of T&C operations in the absence of the T&C Manager
  • Lead daily T&C operations and ensure workflow efficiency
  • Provide guidance and supervision to T&C Officer and team members
  • Participate in management meetings and represent T&C when required


  1. Talent & Culture Operations Management
  • Oversee T&C administration, ensuring accuracy and efficiency
  • Ensure all employee personal files are properly maintained, updated, and audit-ready
  • Monitor T&C systems, trackers, and compliance documentation
  • Ensure all T&C processes are aligned with company SOPs


  1. Recruitment & Workforce Planning
  • Manage recruitment process end-to-end (sourcing to onboarding)
  • Coordinate manpower planning with department heads
  • Ensure timely hiring aligned with operational needs


  1. Payroll & T&C Control
  • Review payroll inputs for accuracy before submission
  • Monitor T&C cost elements (attendance, overtime, leave trends)
  • Ensure payroll compliance and reporting standards


  1. Employee Relations & Engagement
  • Handle escalated employee concerns and disciplinary matters
  • Drive employee engagement initiatives and welfare programs
  • Promote a positive workplace culture and employee satisfaction


  1. Training & Development Oversight
  • Coordinate training plans with Training Officer / Training Cordinator
  • Monitor employee development and performance improvement
  • Support leadership development initiatives


  1. Compliance, Audit & Governance
  • Ensure full compliance with labour laws and company policies
  • Monitor visa/work permit processes and documentation
  • Lead T&C audit preparation and ensure audit readiness
  • Maintain strict documentation standards across all T&C functions


  1. Accommodation & Welfare Oversight
  • Oversee staff accommodation management and standards
  • Ensure welfare activities are executed effectively
  • Monitor living conditions and employee wellbeing


  1. Reporting & Business Support
  • Prepare T&C reports, dashboards, and analytics
  • Support T&C Manager in strategic decision-making
  • Provide insights on manpower, turnover, and performance trends

  • T&C audit compliance ≥ 95%
  • Personal files 100% complete & audit-ready
  • Recruitment cycle time ≤ 30 days
  • Payroll accuracy ≥ 99%
  • Employee engagement ≥ 85%
  • Employee issue resolution (escalated cases) within 48 hours
